Receives and reviews regulations, directives, and memoranda on administrative functions related to Recreation/Creative Arts Therapy Service. Advises supervisor on technical aspects of office administration, to include budgeting, purchasing, supply management, personnel administration, and file management. Manages fund control point (FCP) for recreation as well as two general post funds (GPF), acts as control point clerk - purchasing majority of supplies for recreation/creative arts therapy, manages and tracks purchases of goods and services and ensures compliance with purchase card program policies. Utilizes spreadsheets to monitor expenses during the year for all FCP/GPF assigned to Recreation/Creative Arts Therapy Service, to track spending on various categories. Performs general program support work such as the collection, compilation, research, and /or tracking of data and program information, such as encounter error reports utilizing VISTA menus, as well as admission data, consults and clearances for patient participation in recreation/creative arts therapy programs as provided by physicians and MSAs. Types the majority of letters, reports, and memoranda for Recreation/Creative Arts Therapy Service. Prepares a variety of narrative and tabular material (e.g. correspondence, reports, technical papers, charts, statistical tables, manuals, travel orders, and other documents). Provides clerical support for Recreation/Creative Arts Therapy staff meetings, including preparation of agendas, recording meeting minutes, and obtaining leadership signatures. Meets the needs of customers while supporting the Medical Center and Service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education and experience are also qualifying. The combinations described below are those most typical for these positions, i.e., for grades GS-3 through GS-5. If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position. (When crediting education, prorate the number of hours of related courses required as a proportion of the total education to be used.) For GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Determine the applicant's total qualifying experience as a percentage of the year of specialized experience required at the GS-5 level. Then determine the applicant's education as a percentage of the education that meets the requirements for GS-5. Add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for GS-5. You will be rated on the following Competencies for this position:
Customer Service Manages and Organizes Information Clerical Technical Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is primarily sedentary although some light physical efforts may be required. Some walking, standing and bending. There is a certain amount of stress related to the position because of the myriad of duties, telephone calls, and the volume of correspondence and other material processed. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
